"connection timeout reached" in logs when using apache/jk

Two (a little bit) different cases here. My email was about
"INFO: server has been restarted or reset this connection"
while Martin (and patch 4520) addresses
"INFO: connection timeout reached".

Ignore the part about MaxRequestPerChild in httpd.conf if
you only care about "connection timeout" and not
"server has been restarted", as these messages appear in
catalina.out for different reasons. However, changing log
level in logging.properties effectively takes care of both.
