A quick note which is off topic may help you save hours of search (as I did).
You could experience problem with IBM SDK 1.3.1/1.4 on Linux Redhat 8.0 since the default locale is now UTF8 (ie: en_US.UTF-8)
The same jars (jpackage/internals) worked fine under Redhat 7.2 and 7.3 on both IBM SDK 1.3.1 and 1.4.
The Sun SDK didn't have such problems under RH 8.0 and you could be puzzled.
The fix is to unset LANG and your SDK will works like a charm.
Just to make you safe some hours of search.
