Maybe, "does not work" is better. I log on "/admin", and successfully create a new user - "onewithoutrole", which have no role. Then, I log out "/admin". Try to log in "/admin" as "onewithourole" - the new user just created. Then have the result "HTTP Status 403 - Access to the requested resource has been denied".
