Did you configure $TOMCAT_HOME/conf/tomcat-apache.conf ?
(tomcat-apache.conf might be hiding in /usr/local/apache/conf)
Take a look at configuring Struts for Tomcat at
http://jakarta.apache.org/struts/userGuide/installation-tc.html
Let me know how you make out,
