The fix will not be compatible with Struts 1.1. We'd need to change Struts
requirement version 1.2 or later.
Vote to require Struts 1.2 or above?

changes for Tomcat 5.5.5, which is slated to be released in about 48
hours.
Are there similar issues in that branch ?
It works for me (running from my build folder, which doesn't prove much).
