The QUERY_HEADER_NAME header used to pass the query string from FilterProc to
ExtensionProc is not stripped in init_ws_service like the URI and WORKER headers
are.

It's optional, so it just seems like a case of decrementing the real header
count (cnt) when detected (URI and WORKER are always skipped) and skipping it as
a non-real header.
