do you get this error from the browser? What browser are you using?
Anything like this that I have seen had to do with the browser not having the proper cert, or trusted CA cert.
There is a bug in the current JWSDP 1.3 and SSL if you use Mozilla. Update to the latest Tomcat nightly and it should work. See http://nagoya.apache.org/bugzilla/show_bug.cgi?id=24363 for more info.
