inherent to the design of Tomcat 4 (which was overhauled in Tomcat 5), but I'm sure that they are willing to accept patches if anyone can fix it. ;-)
It's a tough one because of the plethora of 3rd party libraries that use such static variables or threads, leaving tomcat without much choice.
If it was easy to fix, I'm sure that someone would have fixed it by now. I haven't had time to test it myself, but it would be interesting to see if the same issue does exist in Tomcat 5.
