No easy answer on this one..There are proponents of the httpd->Tomcat approach who say that since Apache httpd has been developed to excel at static content delivery then you should use that. On the other hand, there are people that say that Tomcat can perform equally well at serving static content, so why burden yourself with another layer? I would say try both out, and see what performs better for YOU. Load test tomcat as standalone and httpd+tomcat together. There is no clear cut solution and nothing works the same for everyone.
