The Verisign Tomcat instructions have some serious problems... but I understand that 
they are working on fixing them.

I have not tried this, but I was told that the following should work:

- You don't really use a chain/intermediate certificate with the Verisign Test certs.  
What you use is the same "test root CA cert" that they tell you to install in the 
browser (when you import it into the keystore use the -trustcacerts flag).  
- Then you import the test certificate (without the -trustcacerts since it should rely 
on the test root you just installed).

I am setting up a new production server and would like to test with
VeriSigns SSL test certificate. Their test certificates don't have a chain
certificate included like their full versions but keytool in Tomcat seems to
require one. Is there a solution for this?
