was not able to fix the root problem.

If you take a closer look at the 4.1.24 RPM, you'll notice that there are aditional scripts, namely "/usr/bin/dtomcat" and "/etc/init.d/tomcat", which are responsible for starting up Tomcat as a service. They read "/etc/tomcat/tomcat.conf".
