-XaTonOfUsers=true java runtime option.

Just kidding, of course: it depends on your webapp, your hardware, and
many configuration parameters.

Nah. What good is it. MY appserver supports -1000 (MINUS 1000) users! Tomcat only from zero users?
Oh. Forgot to mention that when my server hits minus 10 users, it cant handle the load....
