No, they weren't included.  Check:
http://archive.apache.org/dist/jakarta/tomcat-4/archive/

That's OK, no need to apologize, it's good to doubt.

Not only were those files never part of a tomcat release, but it would
be illegal if they were (copyright violation of the JDK's distribution
license).
