What do you mean "a hard IIS restart"? I stopped and started the www publishing service from the control panel. I've now physically re-booted the server and now when I try http://<hostname>/InboundA/<servletname> I get a 404 response from Tomcat which, I suppose, is a step further. So now it appears that IIS is forwarding requests for InboundA and InboundB to Tomcat but is not mapping either of the requests to Inbound.
