i am not sure, but does this not have to do with setting up a default
startup page in the following Apache config file:  httpd.conf

specifically lines in that file something like as follows,

DocumentRoot "C:/Tomcat41/webapps/ROOT"
DirectoryIndex index.html index.jsp
