Hi! I have two different configurations with PHP 4.3.4 and 5 on two different Win 2003 servers, I've installed it without Cygwin. If you will install it from pre-compiled mod_perl 1.0 with Apache 2 distribution - then yes you need it, but its not necessary. Also you maybe need nmake if you want "full package". Anyway all works without cygwin on my computers.
