I just noticed that this is the syntax given on http://jakarta.apache.org/tomcat/tomcat-5.0-doc/jndi-datasource-examples-how to.html, complete with the double <web-app> tags so I wouldn't be surprised if a number of people run into this problem.

What you have here is the equivalent of { { } aka, no closing "}" Take out the second "<web-app>" tag. If you're too short on time to learn XML, invest in a validation tool.
