TOMCAT + HttpURLConnection

Hi Apologies................   I would like to use the  'HttpURLConnection' API to POST  'start/stop/reload'   to   Tomcat  Manager URL 'http://192.168.10.64:8080/manager/html/start?path=/XYZ' ,   So can I Code this and  Do I need the Proxy Authorization to do the same.
