For IIS6 you will need to add the 'Jakara Redirect'
(or any name you choose) pointining to jakarta_redirect.dll
to 'Web Service Extensions' and allow that extension.
Have you done that?
Also did you add 'jakarta' virtual directory with
'Scripts and Executables' executable permissions?
I should point to the folder with jakarta_redirect.dll
