The "problem" is in IE. If you're offline, it is also offline. And IE cannot connect to a server (any server) if it is offline. Just go to file menu and place it online, no need to connect. Or use Mozilla (I just love that HTML validator in Mozilla, it rocks - look for "Tidy HTML validator for Mozilla").
