Fedora Core 3 uses a special security system called [something I've forgot...] which runs the Apache process a it's own user name/group and prevents it from accessing files that doesn't belong to him. Search in that direction and you should find what you are looking for.
Consider placing the workers.properties file in the Apache2/conf/ directory and chown and chmod it. It seems like a good old permission problem...
