tomcat classpath -- \tomcat\lib

Hi all,
tomcat documentation told me to put all my JAR files
in
c:\tomcat\lib\.  but when i put my JAR files
there, the classpath semes didn't find the JARs in
c:\tomcat\lib dir.  

It works on unix but not WIN32. and i was forced to
put my JAR files inside JDK/JRE's lib\ext directory. 
Anyone has problems when put JARs in tomcat\lib\?
