my Tomcat 5.5.9 has the commons-logging-api.jar in the bin directory.
Did you look there, too?

I seem to be missing:
commons-logging-api.jar (Commons Logging API 1.0.x)
naming-common.jar (JNDI Context implementation)
from my Tomcat installation (Windows 2000, I used the windows
installer jakarta-tomcat-5.5.9.exe)
Why should this be the case? Where can I download these files from?
