If so, try loading it with ServletContext.getResource[AsStream](); or load
it as a java.util.ResourceBundle.

No I am using java.util.Properties() as follows.
Properties prop = new Properties();
props.load(new FileInputStream(....));
In either case why is Tomcat not looking at my project directory?

OS : Windows 2000
I have created a separate project directory (not under webapps) and I have
modified the server.xml in conf directory.

I have some servlets and everything seems to work fine except when I access
property file.
Tomcat looks for the property file under tomcat/bin directory. Why is it not
looking at my project root directory?
Is there any way to set it?
