I am using win2k. I have set the environment variable JAVA_HOME to the
jdk1.3 path. However, it does not seem pick it up.

What platform are you using ?, anyway, check in your autoexec.bat
(/etc/profile) set JAVA_HOME=JAVA_PATH="path_to_jdk_root_folder"
