Netscape HowTo Document appears out of date

I am trying to determine what is required to configure Tomcat 3.2.3 to run
as a worker process for NES.  The problem that I have found is that the
"nsapi-redirect.dll" file talked about in the tomcat-netscape-howto.html
documentation file is nowhere to be found on the website:

Is the documentation out of date, or is the build of the redirect dll simply
missing from the download site?
