Go to the ZoneAlarm "programs" section and see if your program has access to the internet. If you are not sure about the settings then delete all of the setting for the programs in ZoneAlarm and start up Tomcat and mySQL. ZoneAlarm will ask you if you want to allow these programs to access the internet... just click yes.
P.S. Your problem could also be your anitvirus sorftware or w2k indexing.
