What if I had a few connection-instances running on the same machine on different ports. If I setup the TOMCAT_OPTS value wouldn't restrict the entire environment to that heap size, or would each connection get the value of the TOMCAT_OPTS value?

You need to put the -Xms (for minimum Java Heap memory) and -Xmx (for maximum Java Heap memory) where ever you start up Tomcat. You can hard code it into the tomcat.bat/tomcat.sh/wrapper.properties file as appropriate, or you can set environment variable TOMCAT_OPTS (for TC 3.x) or CATALINA_OPTS (for TC 4.x).
