It's not mandatory to run it as a service but it would be useful since you don't have to start every time you reboot your machine. Also, with jk_nt_service, all the logs are written to the log files which are useful for debugging.
For which version of tomcat do you need jk_nt_service? For Tomcat 3.3 you can get it from here http://jakarta.apache.org/builds/jakarta-tomcat/release/v3.3/bin/win32/i386/ For Tomcat 4.x, installer takes care of it.
