I think that Tomcat is expecting a full webapp in the /var/tomcat4/webapps/univ/adminsite directory. Do you have a WEB-INF directoy (with the associated web.xml, etc.) in adminsite?
Since you have defined adminsite as a separate context, I think it won't recognise the webapp in the directory above it (univ).
