Have you looked at all your web.xml files ?
${CATALINA_BASE}/conf/web.xml
${CATALINA_BASE}/webapps/<webapp-name>/WEB-INF/web.xml
In the default installation of tomcat 4.0 it's defined
in the <web-app> element.
BTW: Which tomcat version are you talking about ?
