Symbolic links are disabled in 4.1.12. The workaround is to use a tag in server.xml, though I believe the workaround is broken in .12 and .13. Search the archives, this comes up quite a bit (like every day). We don't use symlinks, so I can't tell you specifically what the workaround is.
