No.  The content of "name" is the parameter name--not the name of your SMTP
server.  The content of "value" is the value of the parameter--that is, your
SMTP server's name.

Try this instead...

<parameter>
  <name>mail.smtp.host</name>
  <value>mail.ctg.com</value>
</parameter>
