The short answer is: there is no upgrade patch. The 3.3.x server.xml is incompatible with the 3.2.x version (so, in answer to your second question, everything has changed :). If you have custom Intercepters (e.g. Realms), then at the very least you will need to re-compile them. If you don't, then the upgrade should be a breeze. Just use the default 3.3 settings to start.
