Probably. At the moment the cannonical location is:

The problem is that tomsrtbt is a 1.722MB floppy, the DOS-installer
and the ElTorito-2.88MB version are derivative by-products, certainly
I've never tried to run unpack.s or buildit.s in the context of the
ElTorito version. Try to run them on the normal 1.722MB version, then
fixup and run the eltorito.s script, which is NOT in any kind of usable
condition, to create the eltorito image.
