My personal experience is with mkisofs, Ahead Nero, GoldenHawk cdrwin, and Adaptec/Roxio CD Creator, and my personal experience was that Roxio wouldn't even let me create it without a real 2.88 floppy drive, which I didn't have, so I gave up. GoldenHawk and mkisofs have no problems.
You might want to try creating the ISO image with mkisofs, then you can still burn it with Roxio CD Creator. I never got that part to work with Roxio, you already got farther than I did with Roxio.
