I captured the webrev and code review comments for at least the ON changes
and plan to attempt to revise and re-integrate them at some near future time
-- I'm temporarily blocked on computing resources and available personal
time.  I have not yet captured the GCC changes for integration upstream in
GCC, but do plan to work with the tools group to attempt that afterwards.
