[tools-compilers] Passing _Bool parameters on amd64

There's currently a discussion on gcc at gcc.gnu.org about passing _Bool
parameters on amd64.  The thread starts here:

Could one of the compiler maintainers please look at this issue and
chime in from their perspective?
