There's certainly one for Subversion - I used it for the development of the OpenSolaris SCM console.

NeBeans SCM support comes in two flavours. The old version ('Generic VCS') allows you to write a mapping between NetBeans SCM operations and the corresponding SCM commands, so it's not that tightly integrated into the IDE. There is a Subversion profile for this, that's what I've been using.

The new version of SCM support is fully integrated into Netbeans. At the moment only CVS support is integrated into the IDE, but I believe SVN is being worked on and a prototype is available:

There doesn't appear to be any support for Mercurial in either flavour.
