I removed the ASSIGNED state a long time ago because it didn't seem useful in our workflow. I didn't know it would cause this problem. Someone else ran into this a couple days ago, and I went through the database at that time and cleared up all the ASSIGNED bugs. Let me know if I didn't catch yours, and I'll move it to whatever state you like. I should also go into the code and remove the ASSIGNED state change from the attachment page, so we don't run into this again. Dunno if this is fixed in 3.2 or not.
