It would also lower the complexity of the spam-filter whitelist for
the *-notify mailing lists. (I often have to manually approve
notify mails the first time a commit goes through from a new user.
JDS just bans you from putback if you're not subscribed to their
-notify list so they don't have deal with bounces.)
