I don't think it says anything about the arbiters either, but it's not as though I closely follow Russian Wikipedia wikipolitics, so who knows. I wonder if anyone has tried asking Kalan (enhydra) to simply change the redirect. I'll CC him on this e-mail. I very briefly looked at his user talk page on the Russian Wikipedia[1] but didn't see any request asking him to change the redirect (and he seems pretty inactive).
