A few inches is not very deep. The depth issues don't come into play until they are a meter or more down. On the lower end of the medium wave broadcast band, they can be over a meter deep and work fine. the issue of depth has been explored because deep radials prevent copper theft. up at 1800 kc you can plow in radials 15 cm. and they'll be fine. However they work great on the surface too, and mine are (or were) on the surface simply because that was the easy way to install them.
