Just yesterday I sent in $5 for OQSL plus a well deserved donation on top of that. (I am fortunate to have enough money to subsidize expensive hobbies.) Almost immediately, my QSO's were confirmed on LOTW. I did NOT donate ahead of time. Anyway, it worked for me. Maybe what you need to do is send in another $5 for OQSL to get your LOTW. "YMMV".
