Yes I agree, and the problem I also found was that even though the pacific Island dxpedition has Top Band ssb on their band plan, when I have asked the cw op to try an ssb qso, when their cw qso rate is close to zero, they usually reply "sorry, no microphone" or "sorry, others are sleeping".

And so I will probably never make DXCC on Top Band phone. Such is reality of life. :(
