The base resistance, not the radiation resistance is lowered by adding in radials. At resonance, the antenna's feed-point equivalent circuit is two resistors in series: Rr for the radiated component, and Rg for the loss component. By lowering Rg, efficiency increases and feed-point resistance is reduced when additional radials are added.
