To the contrary, when I hear VK at our SR, I rarely hear EU post our SS.

Bob, I wholeheartedly concur. I have seen this played out many times over
the years here in FM08. (And the same thing in DM06) Case in point this past
weekend:
Friday evening (local) condx were miserable until well into Eastern EU SR.
All of a sudden all EU was open -- well, nothing from Scandinavia -- and I
ended with 40 EU in the log. Perhaps this was self-fulfilling prophecy, but
I knew better than to hold my breath waiting for local SR.
You guessed it! Couldn't copy VK3IO, barely could tell ZM4T was
transmitting; couldn't even copy KH6.  Zero JAs, of course!
I love your left hand / right hand analogy.
