I've got an application that's been Maven assembled into a .jar. That
application references http://www.topbraid.org/2007/02/jena.owl.

Is there any way to use this application when not connected to the
web? Obviously, I need to make the jena.owl file available somehow
locally. The file exists on the classpath (it's in a resources
directory and ends up at top level of the .jar file) but is not found
when the code does OntDocumentManager.loadImport(...).

One assumes people operate off-line sometimes, so there must be a
standard way to do this. Right?
