Aza; Which version are you using? Also I think you mean personal server, i.e. TBC-ME running on locahost?
In 3.6.1 this attribute works OK. One can modify the header color without problems. If this is not working for you, let us know the OS, TBC-ME version number ad browser you experience problems with.
