The import statement should refer to the base URI of the model which I understand to be http://www.modelservers.org/public/ontologies/quantityDatatypes .
Currently, however, it says: <http://www.modelservers.org/public/ontologies/cmo> rdf:type owl:Ontology ; owl:imports <http://www.modelservers.org/public/ontologies/quantityDatatypes.ttl> .
